It is not unusual to feel some drag from new brake pads and it will feel less once you have fitted the wheels - more leverage. Once you have driven the car and applied the brakes firmly a few times they should free up. There is often a very slight residual drag even after that.
If you are using the original master cylinder all you need to do is drill the smallest hole that you can on the small seal that is at the very end of the cylinder. Failure to do so will make the brakes drag even worse.
